Description

Proclaimed in 2017 by the European Parliament, the Council and the Commission, the Pillar sets out 20 principles across three chapters: equal opportunities, fair working conditions, and social protection and inclusion. Principle 11 gives children the right to affordable, good-quality early childhood education and care and to protection from poverty, with specific measures for disadvantaged children. Its Action Plan aims to lift at least 5 million children out of poverty or social exclusion by 2030, and a Social Scoreboard tracks progress across Member States.

Description

Grounded in the United Nations Convention on the Rights of the Child (UNCRC), the framework establishes a shared language and a National Practice Model to help public services, third-sector partners, and communities work collaboratively. It utilises eight core wellbeing indicators—known as the SHANARRI indicators (Safe, Healthy, Achieving, Nurtured, Active, Respected, Responsible, and Included)—and introduces mechanisms like the Child’s Plan to coordinate targeted support. Ultimately, the policy aims to ensure children and families receive the right help from the right people at the right time, prioritising early intervention over compulsory state measures.
